The Autonomous Institution of Khanty-Mansiysk Autonomous Okrug-Yugra “International Fashion Centre” (Autonomous Institution “International Fashion Centre”) was established with the Order of the Government of Khanty-Mansiysk Autonomous Okrug-Yugra No. 620-ðï dated 28.12.2007.
The functions and powers of the founder of the Autonomous Institution on behalf of the Khanty-Mansiysk Autonomous Okrug-Yugra are exercised by the Department of Culture and Art of Khanty-Mansiysk Autonomous Okrug-Yugra and the Department of State Property of Khanty-Mansiysk Autonomous Okrug-Yugra according to their competence approved by the Order of the Government of Khanty-Mansiysk Autonomous Okrug-Yugra dated 29.05.2007 No. 132-ï “On the Order of Exercising Functions and Powers of the Founder of Autonomous Institutions of Khanty-Mansiysk Autonomous Okrug-Yugra”.
The aims for the establishment of the institution were as follows:
- Forming and satisfying people’s aesthetic needs by creating and showing designers’ works of art.
- Assistance in preservation of national cultural identity, development of international, interregional and interstate cultural relations.
- Participation in forming the image of the Department of Culture and Art of Khanty-Mansiysk Autonomous Okrug-Yugra by keeping and presenting national costumes of Yugra indigenous people.
The Autonomous Institution “International Fashion Centre” has been operating as a legal entity since March 25, 2008.
The headquarters of the Autonomous Institution “International Fashion Centre” is located in Khanty-Mansiysk. The Autonomous Institution has its separate structural unit in Surgut.
The Autonomous Institution “International Fashion Centre” is managed by the Director Elena Aleksandrovna Skakun.
The Department of Culture and Art of Khanty-Mansiysk Autonomous Okrug-Yugra gave the state task for rendering of state services to the Autonomous Institution “International Fashion Centre” for the period of 2008-2010. Active work of the Institution with regard to the creation of material and technical base, staffing and performing the state task was started in the second half of 2008.
The project of a building for “International Fashion Centre” in the Khanty-Mansiysk is developed by Dutch architect Eric van Egeraat and EEA company. Specific, appropriate and openminded are the keywords of EEA’s direction in architecture and related research. EEA continuously seeks for a different solution to the client’s original brief by questioning and exploring to offer a new dimension to each project. Influenced by the cultural and historical context as well as by contemporary life, EEA aims to develop an architecture that responds to a known language with new emerging sensations in order to capture the life ahead.
